I can't tell if this lump thing on my dog's chest is just because he's too skinny, but gaining weight and muscle in a weird way or if it's like, you know, a tumor.

You've got my deepest sympathize. A sick pet is soo much more demoralizing than being sick yourself. I wouldn't suggest wikipedia-ing it or anything like that cuz it just adds flames to the fire [knows too well from experience] just pay close attention to his habits and HOW and IF they change. Cuz your dog will find ways of telling you if its sick or ion pain. Some can even sense cancer and react outwardly toward it, like scratching at it or even trying to bite it out.

Yeah...It doesn't seem to be bothering him at all though. The part that worries me is that since he already had a bone tumor/osteosarcoma(by the time that appears, it's already considered to have 'spread') and went through chemotherapy for that, it could be that it's metastasized. I'll probably call the vet tomorrow and set up an appointment.
